Cynical politicians are exploiting the success of this surge, which, as you said, should have come at the beginning of this ill-conceived war.
They know this as well as you or I, but a significant number of Republican voters have limited brain function when it comes to evaluating the public statements of the lying Bush/Cheney administration.
